Scope of Service
A. Analyze each utility invoice for each location / exchange
American Utility Bill Auditors will review every rate for every item billed to determine if it is billed in accordance with prevailing tariff regulations. AUBA maintains an up to date tariff library.
B. Perform a physical inventory of equipment at each location
The inventories will be done for each individual billing location. The inventory will include all Central Office Services and terminal equipment found at each location. Each rate class will be identified and proper analysis determined, if the right class of service has been classified.
C. Reconciliation
This is done by comparing the inventory with the appropriate Customer Service Record. This will result in a list of services billed that could not be found and services found that are not billed. At this time, we utilize our tariff library to determine if the items that are billed and found are being billed in accordance with prevailing tariff regulations. This will result in a discrepancy list.
D. Claims
All billing discrepancies will be submitted to the appropriate utility with a copy to your company. The utility will then set up a date with us to verify our complaint. Upon verification we will request the vendor to correct the bill immediately. This will correct the bills immediately, while we continue our research to determine when the over-billings began. Our client and local utility (The local provider, and long distance vendors, energy providers, water and waste companies) records are utilized to establish the date of calculation for refunds.

TIME AND ACTION PLAN
To give you, the potential client, a time and action plan, the following sequence of events should take place. Once we have a signed Utility Monitoring Agreement (UMA), Letter of Authorization (LOA) and necessary account billing numbers (latest copy of your most recent bills) are faxed (561-477-3100) to us, we can then start your audit: Due to the high volume of demand to audit, quarterly planning by AUBA is necessary.
RECORDS:
We send the signed letter of authorization to the Utility Companies (Telephone, Electric, Water, Gas Companies) and request the latest customer service records for those account numbers we are authorized to investigate. This normally takes 6-8 weeks.
INVENTORY:
Once these above records are obtained, we will possibly contact you to set up our field inventory phase. The lead time is approximately two weeks. Depending on the size of your system, we will send one or two teams to complete the inventory within 4-8 weeks.
RECONCILIATION:
We then compare our inventory to the items charged on the bills. We will then compare OUR INVENTORY TO THE ITEMS CHARGED ON YOUR BILLS. We will then compare tariff rates and mileage charges, rate class codes, etc. to determine over billing. This will take approximately 4-8 weeks.
REPORTING:
If utility company overcharges DO exist, we will then present them to the appropriate utility companies to confirm. This part of our job will vary in time from 1-2 days to a few months, depending on the size and type of discrepancy. Once the overcharges are confirmed, we get the utility companies to correct the bills so the overcharges are taken off the next billing period.
REFUND OR CREDITS:
AUBA then negotiates the date each item in error started to be billed. We will determine with the Utility companies the total refund amount and interest, if applicable under tariff, and ask for a check to be sent to your company.
BILLING:
We must prove that the monthly reduction has been applied, that is, by showing that the discrepant items were taken off the bill. We also have to show that any credits were applied to the bill or a check was obtained by you. Only then will we render a bill approved.

American Utility Bill Auditors, Inc. provides energy audits for all sizes, types and complexity of commercial, institutional and industrial facilities.
Audits range from basic 'walk-through' assessments to investment-grade energy audits, and energy studies can easily be customized to meet owners' needs. Common levels of energy audits provided include:
Level I Energy Audit – This will generally involve an analysis of the facility's utility bills – with or without an Energy Star benchmark – and a brief survey of the facility. The recommendations resulting from a Level I audit do not usually include detailed cost and ROI analyses, but rather a general qualitative analysis of the facility's energy use.
Level II Energy Audit – This provides a more detailed analysis of utility bills and a more comprehensive inspection of the facility, with identification of specific energy uses. Recommendations will include the estimated costs of implementing specific energy conservation measures (ECMs) and a quantitative ROI analysis.
Level III Energy Audit – This is an investment-grade energy audit that provides a thorough field inspection of the facility, a detailed professional analysis of the energy use and potential improvements and ECMs, and is signed and sealed by an independent third-party Professional Engineer registered in the state or territory in which the facility is located. A detailed report that includes estimated costs of ECMs, ROI and life-cycle cost analysis will be provided. Preparation of bid documents (plans and specifications) can be provided at additional cost.
For Level II and more complex energy audits, our team provides a no-risk Energy Savings Guarantee that requires us to identify sufficient cost-effective energy solutions to pay for our services through the savings obtained by avoided energy spending. In other words: no savings, no fee! AUBA and team can also provide International Performance Measurement & Verification Protocol (IPVMP) - adherent metering/sub-metering solutions to validate projected reductions in energy consumption.
Sustainability Planning:

Infrared inspection of your facility can provide you with valuable information on the condition of your equipment that can save hundreds or thousands of dollars in costly repairs, downtime, and dangerous failures resulting in fires or explosions. An infrared inspection of an electrical distribution system is designed to identify potential equipment failures before they happen so the appropriate action can be taken.
Resistance created by loose connections creates heat that can be imaged to show the exact location of the defect that will simplify repair and protect the adjacent components. This in turn will reduce cost of repair and potential down times.

What is the initial cost of the audit?
The ONLY expense is in the time it takes to photocopy your utility bills and or faxing it to us at 561-477-3100. Some clients avoid this initial cost of time by just giving us their utility account numbers along with the vendors name that is responsible for the billing to your organization.
We prefer the actual bill copies because this speeds up the reporting back to you our audit findings.
It is also necessary to sign the letter of authority (LOA) so we can receive copies of billing and customer service records from your vendors.
Signing the LOA and getting the account numbers should only take a few minutes! However, we still will need copies of one (1) to three (3) months of the most recent bills along with any service contracts and agreements that you might have signed when you initialized the service with any utility vendor.

How far back can you secure refunds?
In most states, the statute of limitations is normally three (3) years. However, in many cases we have been able to go beyond that time period. RECENTLY, new laws and tariffs have limited customers to only a few months or refunds based on the fact that if you pay your billings you are confirming that the bill has been rendered accurate. AUBA has established methodology to document refunds back to the date the error began.

How do we pay you?
After you have received either a credit on your bill or a check payable to your organization would AUBA be entitled to the refund and sharing percentages. Only then will AUBA render our invoice. At that point, we will present your option of paying us our share either monthly, quarterly or lump sum with a discount. The responsibility is on us to always show how the savings were obtained and still being realized and in effect.

I dont mind sharing the refunds you find us, BUT why do we have to share on the future cost reductions obtained by the audit?
Certain billing errors do not result in refunds! It is possible to be overcharged under a tariff and only have the current charges removed from your invoice. By removing the error, this then creates only savings going forward into the future.
If a contingency agreement was for refunds only, then AUBA would not earn any audit fee. Especially when there are no refunds, we feel it is only fair compensation for our auditing efforts to share in our clients' future savings for a short period of time. It is our incentive to obtain refunds and future savings for our clients.

Professional auditing and consulting for our clients is again a two (2) way street. Before the audit begins, clients must advise us up-front of pending credits and also inform us if there are limits in any areas to audit. We must have 100% full communication in all areas to be successfully audited.
